After revealing the contents of the commission of inquiry for the causes and perpetrators of the drama of Eseka, the President of the Republic also decided the release of one billion CFA francs for additional assistance to the victims or their dependents.


The accident killed nearly 80 people and injured several people.

Considering the Constitution,

Decrees:
Article 1: A Commission of Inquiry into the railway accident which occurred on 21 October 2016 in Eséka, hereinafter referred to as “The Commission“, is hereby established.

Article 2: The committee shall be composed as follows:

President: Prime Minister, Head of Government

Members: Minister of State, Minister of Justice, Keeper of the Seals; The Minister of Territorial Administration and Decentralization; The Minister Delegate for the Presidency, in charge of the Superior Control of the State; The Secretary of State for Defense, in charge of the National Gendarmerie; The General Delegate for National Security.

Rapporteur: the Permanent Secretary of the National Security Council.

Article 3: The tasks of the Commission shall be as follows:

(A) To determine the causes of this railway accident and to propose measures to limit the risk of such a catastrophe in the future;

(B) Establishing the responsibilities for this;

(C) Evaluate the management of this disaster, assist victims and make relevant proposals.

Article 4:
(a) the Commission shall investigate and hear any person likely to contribute to the disclosure of the truth, as the case may be.

(B) It shall draw upon the necessary national or international expertise, as appropriate.

Article 5: The Commission shall submit its report to the President of the Republic within thirty (30) days of the date of signature of this decree.

Article 6: The functions of members of the Commission shall be free of charge. However, operating costs are borne by the state budget.

Article 7: This decree shall be registered, published in accordance with the urgency procedure, and inserted in the Official Journal in French and English.
