Mukwazhi and AMH Group Chief Photographer Aaron Ufumeli then set out to expose the corrupt officials.
Armed with a camera and standing from a distance where he would not be detected, Ufumeli took photographs as Mukwazhi negotiated with the council officials who were demanding a bribe to enable them to unclamp the vehicle.
The
official penalty is $57 and when Mukwazhi said he did not have that
amount, the officer (in plain clothes) suggested that he pay $ 20 to
settle the matter.
After
a brief negotiation, Mukwazhi and the council officer- who was liaising
with his superiors, then then settled for $17, an amount that would
not go into the official council coffers.
